Cache the built copy of mdbook

Ian Jackson requested to merge Diziet/torspec:cache into main

This makes CI complete significantly faster (and wastes less electricity).

Copying this script about isn't great. I am considering making a for-use-with-git-subtree utilities directory for these things that I find I keep copying about. But I think that's a project for another day.
