Start revising the earlier sections of tor-spec

This is our oldest specification, and these sections have seen a lot of rot over the years. I am so far focusing on keys and channels, but I hope I will get through the rest of it with time.

I apologize for the diffs; it is hard to make a wholesale rewrite look good, and in many cases I simply couldn't keep the original text.
