Start an SSH protocol names registry

Right now:

  • What I write doesn't match the Arti code; the code uses @torproject.org but I think that should be changed. I have filed a blocking ticket arti#1108 (closed).
  • The spec in the Arti codebase is not really very well developed. One purpose of a protocol registry is to document allocations for works-in-progress, so that's fine. Improving the specs and moving them into torspec is arti#1109 (closed)
