flashflow proposal: replace citations with links

The most notable change here is removing the explicit "Citations" section. All of the citations had links, so I turned them all into links, with the descriptions turned into link titles.

I alternatively experimented with leaving in an explicit "Citations" section and linking the text [0] to the corresponding entry in that section, but this requires some raw html, and I think just adds an unnecessary level of indirection for the reader.
