vanguards-spec: Note that we sample both lifetimes from max(X,X) distribution.

This is the case for both the original vanguards implementation, and the arti one.

I'm adding a note instead of rewriting the text entirely, because it seems like the rest of the analysis is based on the assumption the lifetimes of the L2 vanguards are selected from a uniform distribution.
