rend-spec: Fix broken link to client-authorization.html.

In !289 (merged), client-authorization.md was renamed to restricted-discovery.md, which broke old links to https://spec.torproject.org/rend-spec/client-authorization.html.

According to the mdbook docs, we can fix this by adding a redirect under [output.html.redirect].
