Proposed new formatting for netdoc descriptions

Introduce a more navigable, less noisy, and more systematic, way of notating netdoc items. Add a paragraph describing the new approach, and demonstrate it in one place.

I hope we can decide on any bikeshed-repainting fairly quickly so that I can get to work on formatting the existing netdocs.
