Proposal 360: Limiting HSDesc size and amplification

Hi, @mikeperry! This is the proposal we talked about. Please let me know what you think. It's based on some of your ideas from prop349.

Thanks Nick. This looks good. The limits on the total number of relay cells may be redundant to prop#349, but this does have the advantage that we could implement it independently, and easily enough in C-Tor too.

Let's merge this! I will link it from 349 and remove the hsdesc section from that proposal.
