Draft proposal for UDP over Tor.

Nick Mathewson requested to merge nickm/torspec:udp-over-tor into main

This has already been discussed somewhat on a pad; now we can move to an MR and fill in the missing parts.

No hurry on the review, @mikeperry; you've already looked this over. I'm putting it so that we can work on it together, and we don't lose the old pad.
