Analyze the results of bumping the max allowed relays per IP address to 4

In the wake of tpo/core/tor#40744 (closed) we increased the limit of max allowed relays per IP address to 4. There is the idea of bumping that limit further up to 8. We should analyze a bit what changes we got after raising the limit to 4 before considering the next step.
