tor26 often can't reach more than 100 relays more than other dir-auths
Looking at the consensus-health graphs ,tor26 shows often more than 100 relays more it can't reach compared to most of the other dir-auths (ignoring moria, which is tracked in #90):
Notably, that behavior is not persistent: sometimes (albeit only for short periods of time) tor26 seems to follow the reachability pattern of the other dir-auths (modulo `moria).
