Add dannenberg back to consensus-health checks

Andreas asked us on 01/30/2021 to skip any dir-auth checks for dannenberg due to the overload/DDoS situation. This has calmed down and we should re-add the checks for it. While deploying the change we should make sure no personal mails are sent for that case: the ones delivered to the mailing list are sufficient.
