test: Added Integration Tests for Relay Pairing and Scanner Work Dispatch

This MR introduces integration tests to validate key relay-to-work logic and scanner behavior within the erpc-scanner module. The tests ensure that relays correctly produce IncompleteWork items, scanner components process and return completed results without duplication, and invalid self-loop relay combinations are detected.
