Draft: Updates to build with latest arti (0.6)

• Replace arti's crates from relative path to public fixed versions (atm by git main, while !738 is in a release).
• Replace tor_client crate by arti_client.
• Replace some methods by the new equivalent ones.
• sybil exitpolicy command panics, it can be solved in a different issue.
• Add README.md to check all commands (also adds more info to network-health/team#215).
