chg: Select unusable relays too for find, count, outcfg

juga requested to merge juga/margot:issue34_fp_01 into main

commands. To find unusable relays, the RelayFingerprint is converted (if possible) to RsaIdentity. In the case that any unusable relay is found, it's printed, but the output isn't fomatted in the same way as the usable relays, since it wouldn't have a microdescriptor.
