BandwidthParser obtain `r_strm` as `rstrmFilt`

Working on monitoring-and-alerting#29 (closed) i obtained the same values for r_strm and r_strm_filt per relay, which are usually different. Looking at the parser code i realized that it's getting r_strm when it seems to be parsing r_strm_filt.
