Move logic to compute family sets in its own builder

Hiro requested to merge 53-find-a-way-to-speed-up-server-status-building-2 into main

Use batch insert when possible. Start refactoring the code to build statuses out of all the information that is already included in the DB. Estrapolate status builder out of server descriptors parsing Refactor the RouterStatusBuilder class with various optimizations and to improve readability.
