Address problems from #94

Hiro requested to merge 94-network_status_entry-published-with-epoch-max into main

Always use the entry getPublishedMillis as published time for the consensus status. If the consensus status is of type ns create aggreagates and timeseries. Avoid creating series if published time is epoch max.
