add job to publish Maven artifacts

This builds the geoip files into standard maven jars and publishes them to the built-in maven package repository that is part of GitLab: https://gitlab.torproject.org/tpo/network-health/metrics/geoip-data/-/packages

• includes a follow-up fix for !3 (merged)
