Update IPFire database to 0.9.14

Georg Koppen requested to merge gk/geoip-data:bug_5_v2 into main

We need to move away from debian:bullseye-slim as the rust tooling it provides is not new enough to compile the latest changes made in tor. The network-team is using the rust:latest image and we switch to it as well to stay in sync.
