Warn when Onionoo serves outdated data

Onionoo currently returns a 500 Internal Server Error when the data it would serve is older than 6 hours. I'm planning to take out that error and just have it serve whatever data it has. It would be up to Globe to detect when data is too old for its users and print out a warning. Please see legacy/trac#16907 (moved) for details.

I'm planning to implement that change in a month from now, so around end of September. Hope that's enough of a heads-up. If not, please let me know. Thanks!
