Improve javadoc for ExtraInfoDescriptor classes.

While getting up to speed with the metrics code base I have decided to take some time to document classes as I work with them.

This PR addresses: #40007 (closed)

  • Remove javadoc warnings at build time and improve overall code documentation.
  • Fix definition of OverloadRateLimitsVersion and OverloadFdExhaustedVersion.
