Check library can parse MiddleOnly flag and update build submodule

Hiro requested to merge middle-only into master

Flags from consensuses are parsed inline in metrics library, so we do not need to add any logic to make sure the MiddleOnly flag if present will be processed.

This just add a test for this.

It also update the metrics-base in the build submodule.
