Update ipfire database to fix AS211365/AS211144 mismatch

We got a bug report saying that the relays hosted on AS211365 are actually on AS211144. It seems local whois is supporting that.

We should try to update the ipfire database by plugging in a new one from

https://tpo.pages.torproject.net/network-health/metrics/geoip-data/

and if that does not work get this fixed upstream (thanks @irl).
