Task 33421

This work is based on Karsten's guard-tracking code. It adds code to track guards on a per-circuit basis, and adds country information per fingerprint. Removes guard-related visualisations, to be rewritten as per tpo/metrics/onionperf#40024. Includes all Guard information in CSV file.

TODO: The json schema should be updated before including in OnionPerf 0.9.
