Unify relay-search's geoip with Tor's new ipfire geoip db?

This might need to wait until we get our new metrics team person/people going, but I'm filing it here so we don't lose track of it.

Tor just moved from maxmind's db to ipfire (tpo/core/tor#40224 (closed)). What does relay-search use? Should it switch too, for consistency?

(Maybe it isn't relay-search that has the geoip component, and it's onionoo or some other piece. So figuring out the metrics geoip story is a precursor to this ticket I guess. :)
