Make first_seen tooltip more clear

During the investigation in onionoo#40048 (moved) I got confused by first_seen meaning something like first time the relay/bridge being seen online. However, what is actually meant is first_seen being the first consensus they showed up in.

We should make at least the tooltip a bit more clear.
