Note: this branch contains a bunch of commits related to tpo/network-health/team#100. I thought it might be easier to review everything in one branch given that we need the gitweb->gitlab link change for #40086 (closed) as well.

(The remaining changes for tpo/network-health/team#100 for the website should come via timeline#15 and picking up the latest timeline changes with a new release).
