fix: renovate: Add reuse license fir this file

Add license to this new file as explained at https://reuse.software/spec/#comment-headers.

While current renovatebot license seems to be AGPL, it doesn't license individual files and this one is automatically generated data that i think can be put in the public domain using CC0.
