chg: BwFile: Add under_min_report KeyValue

Also:

  • Add forgotten unmeasured KeyValue
  • Store whether the minimum percentage to report has been reached in the Hearbeat
  • Set forgotten bw=1 when setting vote and unmeasured KeyValues
