Include in tox test to install sbws with different commands

Tox is using a custom command to install dependencies while legacy/trac#26914 (closed) is solved. We updated the doc but the tests were not showing that a default installation would fail because it is using a custom command. While we need the custom command, we should test installation with different commands and know which one will fail
