Release Stem 1.7

Pastly has requested that we cut a release in support of sbws...

I had been planning to wait until Dave's stem.client expansion was done but if it's helpful to Matt I'm happy to bump up this timetable a bit.

I'll go ahead and cut a new release in a week or so.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
