Improvements on generated consensus weights with respect to Torflow

The for sbws v1.2.x-final has been to make it behave like Torflow. When that is not a goal anymore, we should think which issues could affect #40093 (closed) and how. The network team might need know how the consensus weight would change in case there'd be needed to make some changes to tor.
