As commented with @gk we could start deploying sbws in the rest dirauths that were not running torflow before (#33121). We might want to think about a deadline and/or the order to deploy it.

Currently there're 5 bwauths running sbws (longclaw, bastet, maatuska, faravaha and gabelmoo), one running torflow (moria1) and 3 that are not running a bandwidth scanner yet (dizum, Tor26 and dannenberg, not counting Serge).
