Figure out whether there are enough "FlowCtrl=1-2" Exits that are sufficient for Exit selection

We need to know if there's enough for that Exit bw threshold we discussed, where an exit has to be 2X faster than the measured node, and not get overloaded by measurement.

It might be enough to check "have the fastest Exits in the network upgraded to 0.4.7"
