NL Milestone 2: sbws can be tested in a Tor network simulator. Test coverage for sbws is at least 80%

Implement a tool to collect the bandwidth scanner’s files published by all the bandwidth authorities and detect anomalies in the network or bugs in sbws itself.

Investigate which relays are not measured by all bandwidth authorities with this tool.

Investigate the reasons why sbws fail to measure some relays.

Modify sbws as needed to reduce measurement failures.

Ensure that sbws can run with different maintained tor versions.

Implement the rest of key-values from the bandwidth file technical specification .

Integrate sbws into Chutney.
