Draft: fix: generate Add read permissions to v3bw files

juga requested to merge juga/sbws:m18_issue40179_permissions into m18

so that other users (tor or rsyc) can read them.

This has been introduced by #40162 (closed) fix, to avoid that they could be overwritten via symlinks. Now they can still be read, but can't be overwritten.
