Draft: chg: v3bwfile: Add dirauth_nickname KeyValue

juga requested to merge juga/sbws:issue40177_dirauth into m18

both in the configuration and BandwidthFiles. Also remove KeyValues that no longer mandatory in the example configuration files and add documentation on which files need to be modified when adding a KeyValue.
