Draft: Maint 1.1 issue40041

I've run this branch in a test server for some hours and the only warning i got is that can't exit all ips, failed to connect to .. as entry, but they are actually not exits.

I've opened https://github.com/torproject/stem/issues/88, cause might be a bug in stem.

Should i deploy it in longclaw before reviewing it to see what happens after some days?
