Reduce amount of overloaded relays by 25% until the end of 2021

We have stats for a while about a diverse set of overload indicators. We should try to reduce the amount of overloaded relays by 25% until the end of the year. I started with overload-fd-exhausted relays and will continue until that bucket is empty.

While this ticket was a nice goal the task failed spectacularly. It's not that we did not reach out to operators to get their setup fixed where we detected problems. Rather, we've been fighting at least 2 problems that were kind of unanticipated:

• not many relays were on 0.4.6.x when we filed the ticket, yet that series is the first that exposes overload metrics. Hence, a lot of overloaded relays started to show up once they moved to 0.4.6.x.
• we underestimated the impact of some metrics (like DNS related overload stats on exits) which let us to realize that some might not be useful at all because they lead to lots of false positives. See: #139 (closed).

Thirdly, we might have another problem with non-exits, too, see: #175 (moved).

Overall, this ticket seemed to have been a bit premature. We still need to calibrate our overload metrics and get more relays onto Tor >= 0.4.6.x before we can actually try to reach goals like "Reduce amount of overloaded relays by X%". Closing this ticket for now.
