Provide an easier way to fetch each month's rejected fingerprints

We collect the rejected fingerprints we found in attacks on a per month basis to provide some transparency in a notoriously intransparent area within Tor. That's great but we should make it actually easier to get at those fingerprints.

We should probably fix that while we are re-doing our tooling for dealing with bad-relays.
