Get 0.3.5.x relays upgraded or removed from the network

Tor 0.3.5.x is unsupported beginning tomorrow, 02/01/2022. We should contact the relay operators still on it where possible to get them upgraded and then after a couple of weeks (4 maybe) remove the remaining relays from the network (see: #56 (closed) for previous work in that area).
