Obtain from the new metrics DB the relays' bandwidth histories

Child of #313.

This could be accomplished by implementing the exporter either:

• in sbws
• in onbasca
• in bwauthealth (implies getting files from collector and parsing them)
• from the bandwidth files or server descriptors via the "new db"

I think the last way is preferred.

Changed title cause at the moment we don't need a node exporter as we can directly create SQL queries from the new DB in grafana.

In concrete, to extract the bandwidth history as time series per relay, the query can be like:

SELECT
    published,
    read_history::json->'bandwidthValues' as bandwidthValues
FROM extra_info_descriptor
where  $__timeFilter("published") and (fingerprint = '$node_id' or nickname = '$nick');

It's still missing to parse the resulting json, maybe via PostgreSQL JSON functions and operators

To solve the parent tickets this query have to be combined with others.
