Stop recommending tor client versions that do not support Happy Families

currently:

client-versions  0.4.8.19, 0.4.8.20, 0.4.8.21, 0.4.8.22, 0.4.8.23, 0.4.9.4-rc, 0.4.9.5, 0.4.9.6

remove 0.4.8.x because they do not support happy families and 0.4.9.4-rc because there is a 0.4.9.x stable release. 0.4.9.5 is removed because of the security fixes in 0.4.9.6

this would leave us with:

client-versions 0.4.9.6
