Write down our policy for dealing with relays on EOL Tor versions

We should have a policy for how to deal with relays running EOL Tor versions and make that one known (i.e. in our wiki and via an email to tor-relays@ at least). E.g. Should we contact operators to upgrade (probably)? If so, when and how? Do we kick out relays not being able to upgrade? etc.
