unused lego strings are sent for translation

so, the contents.pot file that is being written now still has a lot of templates from lego, and the i18n plugin is adding them for translation.
if we are not using the Tor templates, do we really need to use lego?
we are translating for example the SSL graph, or the footer and menu for the tor project page.
