Adds initial specs proposal for Oniongroove.

It is far from a complete specification:

  • Has many open topics/questions.
  • Possibly has errors and inconsistencies.

But it is enough to:

  • Give a general idea of the project and to determine if the overall plan is acceptable.
  • Decide if we should proceed creating a prototype implementation.
