Fork EOTK for a while

About

EOTK seems not to be actively maintained, and it's running an EOL'ed Tor.

Mid-term goal is to replace it by Oniongroove, but that may take a while to happen.

One idea is to do a soft fork at Tor's GitLab to integrate some patches until we have a working replacement.

This patched EOTK could also be used by terraform-aws-bc-eotk.

Tasks

• Fork EOTK into https://gitlab.torproject.org/tpo/onion-services.
• Inform Alec Muffett about the fork.
• Create tickets for the planned changes: Tor update, PoW, CI/CD etc.
