Issue Detail View

-added URL path for issue detail view -created gitlab functions section inside of views.py for gitlab functions that will be repeated across views -reorganized views and added basic TOC within views to make navigation easier -added a reference_materials folder to anonticket with txt files of pretty-printed dictionaries for both issue and notes to make template creation easier -updated readme.MD: started section on gitlab-python package, with reference to reference_materials folder.
