Added basic CSS styling according to bootstrap theme in styleguide.torproject.org
- Purple nav bar on top (nav-min.html)
- Side navigation with links to various parts of project.
- new blocks on shared/layout.html, including {% h3 block %} to change header name, {% subheader block %} to change subheader name.
- {% content block has stayed the same %}
- applied button styling and basic from styling.
